Create handover documentation #1

What: We need to ensure a seamless handover to BAU once the service is live. A comprehensive and clear handover document will help with this.

Why: We need to be clear how the system has been designed, what it can (and cant do) and how its been created and managed. This will help with ongoing running of the service once its passed to Internal Digital Services.

@pollysait and @rayhanson and @LizHills - it would be good to being populating this "as we go along" so that we are not missing things by doing it all at the end.
