What: Create a new GOV.UK Notify instance for use in the Staff Alerts project.

Why: This can be used for end to end testing, and also for the final product.

New Staff Alerts based instance of GOV.UK Notify created in trail mode. @davidjamesstone and @rayhanson have been added with full access rights.
