Agree "contact" types #9

What: We need to understand the business need for different "contact types" for the Staff Alert service - for example, Staff Mobile, Personal Mobile etc.

Why: We need to know so we can design in the possible need for message targeting based on "Contact types"

How:

Work with BCIM to see if we need to differentiate between contact types and the messages they can receive.

Contact types confirmed as

Text - Staff: this is known staff numbers harvested from Azure
Text - Opt-in: this is personal numbers added manually by staff to their account
Website: flags that the message also needs to appear on Staff Information website
Hotline: flags that the message also needs to appear on Staff Information hotline
