rtwcli folder doesnt exist in foxy branch /opt/RosTeamWS/ros_ws_foxy/src/ros_team_workspace/rtwcli

Currently it is not possible to use CLI with foxy. For foxy support use the best foxy branch. There you don't have the newest functionalities, but also this might be simple to fix to use always master. Then you just have issues with templates as the templates on master are for humble and jazzy
