Make it possible to use rtw on platforms where no ros-version is installed. If no ros version is installed, automatically create docker container.

[ ] Handle arbitrary paths for RosTeamWorkspace correctly
[ ] Possible issues could arise here, resolve them.
[ ] Check for further dependencies on ros-versions, resolve them.
[ ] Inform user that no ros is installed and ask if docker container should be created.
[ ] Automatically setup container.
[ ] Test
