Add TAIR data to wikidata #8

TAIR annotations and data go into a subscription-only zone for 12 months, after which they are released "publicly". Based on a conversation at Biocuration 2017, they are trying to formalize that release as CC0. Once that's done, we should work with them to get data into Wikidata. Will be a nice exemplar for other biomedical resources.

Andrew has ongoing emails with Eva Huala, Tanya Berardini, and Donghui Li, last exchange on 2017-05-01.

Labeled "on hold" while we wait for guidance from the TAIR team on data license.

TAIR decided to go with CC-BY 4.0.
