FAQ/About page #149

Maybe create a FAQ/About page to help new users navigate the website, identify what features are available. Include the general purpose of chlambase and its goals.

What do you think about this @andrewsu @khybiske

Made some stylistic changes to the footer, including hovering and fading. Once we get a list of common questions, we can update the FAQ accordingly
