Rethink the placement of Å and Ö #15

Recent discoveries has come to our attention.

According to: http://practicalcryptography.com/cryptanalysis/letter-frequencies-various-languages/swedish-letter-frequencies/ [1]

Which uses: http://wortschatz.uni-leipzig.de/en/download/ [2] As their source.

Is kind of better than: http://ncm.gu.se/media/namnaren/kryptoskola/24_Krypto2_Sprak2.pdf [3] Which does not even mention their source.

According to [3], Å and Ö is really close to each other in usage frequency (1,3 vs 1,5). But according to [1] and [2] the frequencies are: Å: 1,34, Ö: 1,31 - really, really close, and Ö is even less!

If we swap the position of Å and Ö, Ö will be above O (logical and temporal etc. etc.!). While Å is next to Ä (also logical and temporal!).

What's your thoughts?
