Best practice for representing build plans #4

This proposes to import the SEP055 proposal as a best practice for representing build plans.

@cjmyers This has now been fixed. The files have also been restructured to only include core rules of the best practice.

Looks good to me. I think it good to merge.

We decided it was okay to remove the terminology, but we should add an issue that we should create a terminology page to link to for definitions.
