Data reliability in the pipeline needs improvement and archival

A few things this task needs:

• Stop using file timestamps for timings of messages, allow for out of order messages (sort them in the pipeline)
• Use the timescale extensions to compress and recompress to account for out of order messages and the pipeline in general -- This is currently sort of implemented, needs a double check to make sure we are doing the right thing WRT pipeline reliability.
• Archive the messages in zip files for offload to XDMOD and long term record keeping -- Follow up with XDMOD and see if this is the format they still want

Have added archiving and more robust tools for reprocessing data as well as verification of data in archives before file deletion.
