Currently the terms of use for file downloads are mandatory and have a fixed text.
This text can be customised in the locales, however a more flexible would be nice.
Describe the solution you'd like
Remove the fixed text, instead only show a link to the terms of use.
Add a text box for terms of use in the Admin UI and an option to disable this feature.
