Sequencer update #868

Reworked how needs are handled to fix a conflict with Biotech genes disabling needs. Reworked how components are applied to increase performance.

Added interface to the sequencer to select and show selected animal. (Missing progress bar.) Added notification messages when sequencer resets selected when unable to sequence any more. Added setting to auto-sequence all mutations when downloading animal genome. Added setting for sequencing speed multiplier ranging from 10% to 1000%. Reduced base sequencing time to 2 days with an average of 1 day. Added notification messages when downloading genomes. - Issue #861 Added option to hide labels for adapted mutation stages. This should allow for cleaner hediff window! Added canner and decanner for pipe network as an alternative way of filling and draining pipe storages. Allowed sapient former humans to carry things on caravans regardless if they are pack animals. Added animal genomes. Optimized mutation tooltips.

Fixed desync in mutation tracker. Fixed being unable to assign beds to feral humanoid pawns. - Issue #808 Fixed sapient former humans using animal find pathing. - Issue #843 Fixed conflict with Vanilla Races Expanded - Androids preventing creating androids. Fixed genebank UI showing bigger than the screen when using interface scaling. Fixed genebank breaking after deleting mods with tagged content. Fixed missing option entries. Fixed error on aliens reverting. Minor fixes and adjustments to scaling. Fix for fabricators throwing errors when using sequencer.
