what issuetracker version you are running ? Please put this topic into the forum and add some information about your system environment ? That migt speed up the things due to multiple contributors in a discussion to find the root cause.
PS: The resulting link seems that your system interprete the syntax as a media file (fetch->media). That shouldn't be the case due to the plugin was sorted before the media link detection of DW. => we need some more info, the forum might know better than me which symptoms to be collected/analyzed.

Meanwhile please send me a list of your installed plugins. My current assumption is that there is an ID conflict with another plugin using same ID = 167.

I am using this version of your plugin: Taggic-IssueTracker-944b496 with Release 2011-05-25a "Rincewind"
In addition to the standard plugins automatically installed with Dokuwiki, I've only installed the captcha plugin

Please check if you have renamed the plugin directory from "Taggic-IssueTracker-944b496" to "issuetracker" as described in Install section of the related plugin page. PS: I've setup a Rincewind with nothing else than the issuetracker and it works.

I've installed your plugin to latest version of dokuwiki (2011-05-25a "Rincewind"). In Admin config it list the options.
When I use the code: {{issuetracker>project=your_project|status=all|display=issues}} in a page, it is displayed as dead link this actual text:
status=all|display=form
Hovering over the link, points to: http://mydomain.com/wiki/lib/exe/fetch.php?media=issuetracker_project_testing
I'm a newbie to dokuwiki, so any help will be appreciated
