'email to me' functionality uncertain

Some progress this week. We are investigating these issues:

Heroku env variables and Rails config files: how do they talk?
Gmail security: does 2FA need to be turned off and https://www.google.com/settings/security/lesssecureapps switched on?

It seems like things in config/environments/development.rb might have to be set up to properly talk to the env vars.

CONTACT_TO variable was unset. Contact form is now working (going to edumapcs@gmail.com), but 'email to me' is not.
