AC1: define scripts for db initialization on first deployment
AC2: define scripts for db update mechanism on the deploy step

The liquibase with initial DB schema and data is integrated into Backend App. Here is the link with pull request: https://github.com/ykorobitsin/telemed-poc-back/pull/2

AC1 is finished. AC2 may require additional setup because of deployment. I think we also need to configure RDS instance on AWS. @ykorobitsin please let me know if you need something else for deployment.
