[UI] create initial UI structure in new Repo

depends on #11

note can be started in separate branch on new repo while backend guys are finishing work on db and deployment parts

AC1: define (and confirm with the team) which styling\layouting approach\framework will be used on the top of React core app
AC2: for this task is not require to migrate all already created demo components into new repo with new structure. But need to put new skeleton, routing block, building scripts, selected layouting approach and stub for home page (to see it after deployment test)

AC1: Material UI AC2: Login screen UI changed to MaterialUI

AC2: Created new folder and files structure, refactored React components, splited "MainLayout" into smaller parts. "home_page" renamed to"Login"
