Support folia server #13

I modified codes for supporting a folia server.

At present, reloading plugins with /reload command is not work on folia server. So we need this support for managing plugins without restart on folia easily.

I tested it on spigot, paper, and folia, and it works.

I'm unsure how important that is, but this will break compatibility with older Java versions, right?

I was a little worried about that but it works on Java8 and 1.8.8 paper and spigot.
