Allow any admin and moderators to enable 2x credits and exp on a per round basis, and only on non-seeding games with atleast 10 players playing (limited by configuration settings). There will be a limit of once a day per admin/mod (limited by integrity)

Reduce crag healing to default values. Have crags heal at +50% normal if their heal target has not taken damage for 3 seconds and have them heal +100% of normal if their target has not taken damage for 7 seconds. Disable crag healing while off infestation. Have the 'regeneration' mutation heal 100% more health than it currently does, but not heal the user if they have taken damage in the last 5 sec
