Rolls up fixes from #62 to fix #10 and fix the merge errors in 62 and then throws in unpacked content from:

Testing:

No errors on packing or load and looks great

The newer forest and swamp tiles seem to be missing from normal_stuff.

Was that on the overmap tiles or the regular game map?

Overmap tiles.
