Filgrastim is still being assigned the wrong preferred identifier #215

UNII:PVI5M0M1GW "Filgrastim" should actually used the preferred identifier CHEMBL.COMPOUND:CHEMBL1201567, since CHEMBL.COMPOUND outranks UNII everywhere, including the preferred identifiers for SmallMolecule, which is what ChemicalEntity should be using. (It was previously using MESH as a preferred ID, so at least it is becoming less wrong.) This would help give this compound a better identifier for https://github.com/NCATSTranslator/Feedback/issues/355.

UNII is the preferred prefix for ChemicalEntity, so this is fine. We do have a protein clique for UMLS:C0210630 "filgrastim", which we need to combine as part of #310.
