This PR adds Translator documentation for Babel. It is being developed simultaneously with updates to the NodeNorm (https://github.com/TranslatorSRI/NodeNormalization/pull/265) and NameRes Jupyter Notebooks (https://github.com/TranslatorSRI/NameResolution/pull/151), so that they can both link back to common Babel concepts they both reference (such as conflation).
