Update access to health services metric data for 2022 #421

Metric Update

This issue updates the access to health services metric. Please read through the instructions below carefully. The check at the bottom of this issue should all be completed and marked off prior to creating a final PR for the metric update.

Update goals -

  1. Update for 2022 data (coming out soon) for counties

Please review the instructions on the wiki before starting work on a metric update.

Crosswalks

Crosswalks were updated prior to the 2024-25 metric update process. If you are editing an existing program please check that the crosswalk being used is the latest version. For more information on crosswalks, see the crosswalk page on the Wiki.

The only data source NCHWA has that provides county-level information is the Area Health Resources Files. AHRF leverages data from multiple sources including government and non-government data. While some federal agencies have adopted the new planning regions for the state of Connecticut, other data sources for the AHRF did not. During this transition time, AHRF will report county aggregates using the county designation from the source data. As such, for Connecticut specifically, the AHRF will contain FIPS codes for both the eight counties and the nine planning regions. County-level aggregated data will be assigned to corresponding FIPS based on the original data source.
