Victor is not talking #142

Currently the dual_arm_bridge.launch fails when run with talkative=true. 1) The node is failing to start on victor backpack 2) Victor backpack does not have speakers currently

Proposed solution:

Solved by the following: 1) Victor Backpack was on 20.04, but still trying to source kinetic. Updated bashrc 2) Pushed an update to amazon_ros_speech for python3 3) Victor Backpack was not audibly playing any sound. I connected a monitor, logged in, and that seemed to fix the problem. Currently you have to log in to the computer to allow pulseaudio to work.
