Capacity to upload any cartographic files #30

Challenge App administrator are currently the only one that can add new map background. This limits the scale up of the app to global usage.

Solution It should be possible to upload a cartographic file...

Maybe to favor geojson files as they are single file... (rather than shapes that are made up of multiple files..)

This implies detecting the correct projection system, simplifying the geometry, identifying the admin code and names - and recreating the corresponding excel template to enter the indicators
