Won't open Tools #21

Ok, I got the Tools to work on my computer, then when a FO person told me that wouldn't work on his machine (with newest download) here's the message it gave us. Can't open. 09022021_CFieber

Brand spanking new project. Brand new map. Brand new download. Brand new set of tools. Funny thing is - it works on my machine.

Ok, I've checked the version of PRO he was using. It said 2.7, but, when we went to software center, it said 2.7.2 and Patch 2.7.3 were available. We're either reinstalling 2.7 and Patch 2.7.3 or installing for the first time. Don't know. I also instructed him to do a restart THREE times to work out any kinks and we'd try again later. IDK. Ain't never see that message before. Kinda blew me away.
