It was acting the same for me. I right-clicked on the "1. Define Area of Interest" tool and selected Properties. I noticed it had an entry in the Default column for line 3 of a non-existent path. I removed that and clicked OK. For me, it seemed to lose some of the tools. I right-clicked on the .tbx tool name and selected Refresh. Not sure if that will happen for you. It then corrected things and the Define tool now had the drop-down to choose Polygons. Hope that helps.

It should save the change in the .tbx file so that you only need to do it once.
In Arc Pro 3.1.4, Terrain Analysis Tools --> 1. Define Area of Interest (Optional) isn't triggering the drawing functionality for the AOI. Clicking the pencil icon doesn't change the cursor to a crosshair or allow any drawing. Typically, a drop down arrow is next to the pencil icon when this functionality is working. It is missing here.
