Slam 45 - Interface Hokuyo LIDAR #63

For the LIDAR serial port, currently using /dev/ttyACM0.

LIDAR Is setup using the urg_node.

There is also a static transformation between laser and laser_base that is used to create a transform between our URDF and real life.
