Description:

Given a list of GPS Waypoints located in some local file, we will need a way to load them into a collection within our ROS environment (probably an ordered list within a service node) so that we can access them later.

Acceptance Criteria:

[x] The waypoints are stored in some collection and can be accessed via a service node.
