@jczaplew this source has crazy Windows formatting that is, from the description:
"composed of GIS data layers, two ancillary GIS tables, a Windows Help File with ancillary map text"
This is probably where the data live... we'll need a windows install
a very good example of how standards can be formed that break the ability of digital map data to communicate the fundamentals.
