add neighbor type selection to rule tile #240

add a choice of neighbor type in the RuleTile: only the same tile or all tiles.

Hi, thanks for adding this! However, I believe we are going to keep this separate from the main Rule Tile in case different users have differing specifications on what neighbours mean. In that case, implementing custom Rule Tile rules (or overriding the original ones) would be preferable.
