Allow Custom Rule Tile template script to be created regardless of where template script is installed (from a package or in the project).

Fix verified on branch:

Version: 2021.1.0a7.1331 Revision: trunk fdd63b12dbc0 Built: Wed, 18 Nov 2020 01:50:04 GMT Branch: customruletilescript (e33074e)

Added 2d-extras repo folder as a standalone into a project's Asset folder
Verified when creating Custom Rule Tile Script (Create > 2D > Tiles > Custom Rule Tile Script) that errors do not appear in console
