Add Tile Animation Flags for AnimatedTile for 2022.2

Added functionality verified on branch:

Verified added dropdown for Tile Animation Flags work as intended (None, Everything, Multi flag selection) Note: Flags are not updated in runtime when edited through inspector, use API if runtime update is required
