As I noted in https://github.com/UniversalDependencies/UD_English-PUD/pull/52, it is more common in EWT (currently, at least) for the title to be the head and the names to point to the title with flat

Merging it for now, thanks. Pretty soon I should probably make a push to implement nmod:desc across the board for titles (was waiting to see if we could get consensus on a broader class of expressions but that might take awhile).
