Modelling scenarios related to bronwfield areas #32

Scenarios 4 and 5 (in the current scheme, see internal documentation) are connected to changes in brownfield areas. This issue is to adapt the code in /engine/scenario_modelling.ipynb to describe the above scenarios.

Steps in mind:

[x] identify brownfield areas from https://www.planning.data.gov.uk/map/
[x] match the areas above to overlapping OAs
[x] change OAs values for the interested variables categories (IE let's start from _signature_type and greenspace)
[x] run the notebook and see changes to the basic scenario
