Implement user reCaptcha verification #69

  1. Bot detects new user, stores a unique identifier for the user in DB to be authenticated with
  2. User gets PM with a link to the website that contains the unique identifier
  3. User completes reCaptcha
  4. Website assigns role to user OR updates database for bot itself to do it
