Could you post wine log please? Maybe that could give us a clue.
Where can i find it or where should i get it?
Because i headed into steampps folder and GTA VC but there is no log file in there.

That is all the log i have. It gives that unhandled exception error and stays like it.
FWIW I get the same error on GTA III (although it's blacked out) on Arch with AMDGPU (Mesa 18.3.0)

1-) GTA Vice City is not a DX11 game.
2-) Vice City works with pressing Alt+Enter. So probably that issue is related to intro video. Gameplay is perfect.

You don't have to put any kind of command as a launch option.
You are simply forcing DX10 renderer but it can't open because game is not a DX10 game.
Delete any kind of command from launch options. Start the game. Press Alt+Enter when you see the visual cue on your screen about booting the game.
USE_WINED3D11 forces dxvk off afaik. It's just irrelevant here.

In GTA Vice City for Steam Play in Linux or STEAM Play on Nvidia Shield I can't get a Dualshock 3 Playstation 3 Sixaxis controller to work properly or like it has traditionally worked outside of steam in the game. The camera constantly spins and I can't remap some keys in game. I've tryed different templets and different controller profiles but nothing seems to work. It's worth noting my controller works in other aspects of my Linux setup and on the Nvidia Shield like with other non steam games. So drivers are installed and functioning, but there seems to be an issue between the Steam layer and the Grand Theft Auto Vice City game.

button in the Steam client is sufficient.Runs out of the box, but suffers from two black screen bugs when starting a new game. The first one is at launch which requires you to alt+tab. The second one occurs when starting a new game, and can take a couple minutes to finally start the cutscene sequence.

This is easily fixed by using d3d8to9 (https://github.com/crosire/d3d8to9/releases) and setting PROTON_USE_D9VK=1 in launch options, along with WINEDLLOVERRIDES="d3d8=n".
If a game doesn't run flawless out of the box , it is not suitable for whitelisting.
Which in the case of Gta VC, game starts only if you hit alt+enter which causes intro video to skip. Also d3d8to9 is not a thing Valve will include to Proton anyway. Game works ok with default d3d8 renderer on wined3d.
Basically , this title is not suitable for whitelisting.

I just tried GTA Vice City on Proton. After few quirks it worked, but some strange thing going with sound - the music (radio stations) plays correctly, talking in cutscene is working, but there is no actual FX sounds at all. Nor in menu when you move mouse or in-game - no engine sound, no shotting sounds, no pedestrians talking. Just music from radio.
If you need some report, please tell me how to check this so I can send you one. I was testing on Fedora 21.

The game still needs an alt+tab or enter key press to get past the intro videos not playing correctly.
After that, starting a new game, you have a super long wait for the game cinematic to start playing. It can take a couple minutes for the cinematics to start playing. It happens for each one. Another thing is when you first die, there will be a white screen for at least a couple minutes on my machine, then you respawn.
The long load times are fixed when using d3d8to9 or dgVoodoo2.
It seems I've started to experience a regression since 5.13, still no videos playable (black screen) but after that the black screen won't disappear and, on contrary, a menu won't appear even though I can hear the sound of menu clicks. Experienced the same for a bunch of other titles affected with the Media Foundation problem before, including GTA3 (the exact same behavior) and Age of Empires 2 HD Edition (TV colorsample, which is now a kind of placeholder for functionality still missing in Wine, I guess, appears for a second and stays visible even though some menu music has started to play already). I will clone this comment for both other games but I guess the issue here is the same.
@thaewrapt do you use nvidia blob? since 455 series drivers, all games that are not native to your monitors resolution will black screen for me.
EDIT: I'm going to say this is because of the recent 5.9 kernel and nvidia 455 drivers compatibility issues.

Please note that in my case a specific Proton 5.13 problem is reported. 5.0-9 (and previous ones, AFAIR) ran just fine at the expense of intro videos.
@thaewrapt Thank you for reporting. This is the same regression as GTA: III (not Age of Empires 2 :). It is a regression with the windowing work, and we were unable to find the cause before release. I'll add this to the list of games affected, and we are going to continue to look into this.
Working again for both titles (still no videos, though) after an update to 5.13-3.
@pm4rcin most probably you've got saves from another version (aka patch) of GTA:VC, it's a known thing (not related to Linux and/or Proton most probably) and you'd find an utility to convert those saves with a little googling.

Hello @amandextra, blind guess, does setting the game's launch options to __NV_PRIME_RENDER_OFFLOAD=1 __VK_LAYER_NV_optimus=NVIDIA_only %command%
have an effect? That should activate nVidia's Optimus vulkan layer and make only the nVidia GPU visible to DXVK.

If you are a pussy and you die inside with a 30FPS limit, I reckon you can use an external tool to have another cap, and close enough values shouldn't break *too much* the game. But they will still be wrong, even if you force it to run at 35fps you can measurably see cars inertia being a joke, or boats floating more. So for the love of god, just stick to the built-in frame limiter.
I don't know how it is relevant to the bug though, as it happens with or without frame limiter on, and is connected to Media Foundation support in Wine/Proton.
