New feature: fast boarding #17

Inspired by the minibuses in Hong Kong, if the bus capacity is <= 20 and the number of pax boarding+alighting is <= 5, then the bus is allowed to stay for less time at non-terminus stops: I wish for staying for 4 units of time.

The specifics can change though, but this is the main idea of it.

I cannot decide whether this is a good addition to the mod.
