Open question: should trams be allowed to use the "redeployment" feature? #32

Initial thoughts suggest a solid "no" because trams have to use their network to move around. It is very likely that there are no shortcuts available to move trams around, and so redeploying trams will likely cause inefficiencies.

This is very different from buses where it is basically possible to find a shortcut to the other side of the bus line.

This is kinda similar to the trolleybus "aggressive mode" open question.

For now, I have disallowed trams from redeploying.
