Password and Admin Modify command #148

Motivation

Users need a way to change their passwords.
Admins need a way to promote/demote mods or other admins

Changes

Small update to readme
Added terms to help list
Added modify admin command (only can change permissions right now)
Added password user command to change password.
Renamed massmail to mudmail
