what has been done. (not all items have been tested)

ActivityManager:

getting a list of all activities from the server.
downloading an activity
loading an activity
creating a new activity
activity download event
activity load event

StepManager:

creating a step
deleting a step
creating a hierarchy element
deleting a hierarchy element
activating a step
sequencing steps taking into account the new hierarchy
events of changing the current step

ConnntentManager

adding new content
deleting content
changing content
activating content for the specified step
content change event

AssetManager

checking content data
downloading content data
loading local data
comparing the hash sum of local and remote data
storing local content data

JsonUtilities

class for simplifying serialization\deserialization of the new data model (taking into account different content)

NetworkDataProvider

new class for working with the server API

Network

static class containing the base network functions

what needs to be done (I'll try to finish it by October 20):

test all items
add error handling
handle edge cases
add a View container for content
adapt current content views to the new ConnntentManager (I'm not sure I'll be able to adapt all types)
adapt the interface to the new ActivityManager (I'm not sure I'll make it (depends on the state of the ui))
add uploading to ActivityManager
add uploading of content to AssetManager

what we'll leave for now:
