Does every collection have "helpful links"? #121

If not, I could make the header conditional, but that may not be necessary.

Right now there are several that are missing:

collection: Amex / Music / In-the-news about: FAQ / How-to-license / Contact-us

Even if we get these in, I feel like there may be intervals in the future where they are missing, and it would be better not to have a header for an empty section.

@afred: Does this seem like a good direction, or overkill?
