Doubled check Idaho water rights count #181

It caught my eye that Idaho shares this summary of points of diversions (different than the count of water rights). In comparison, WestDAAT QA shows ~336,000 rights. Not sure what's going on, but worth investigating.

Well their 259,175 number is only including PODs. Our 336,019 is PODs & POUs. Our POD count is only 163,553. I'm guessing we removed some records due to missing crucial WaDE data (i.e. Lat & long, missing CFS values, etc).

Look's like that source data has more records in it too compared to our original source files. I'll download it and see if we can update our ID wr data.

Update ID wr info with latest download files.

Our sites.csv input does contain 259,175 POD sites, along with 210, 539 POU sites.
We noted 171,168 WaDE useable wr records. Updated Basis & Legal Status.
'Pretty' sure I updated the uat mapboxtiler info correctly, but our WestDAAT site counter still does not match the ID POD count. Not sure why.
Our WestDAAT site counter seems to be a bit off. For ID, it's posting the same results for POD & BOTH, and only different for POU. Not sure if this is related to the polygon issue what was discovered with maptiler.

Pretty sure this bug is related to a maptiler issue and the uat. Will comment once confirmed.

Nice work. Let's review this together next week. You are right about the POU and POD count difference vs total. There could something here that we need to understand as far as how the DPL count work. The total (or both) should (at least my expectation) be like the sum of POD and POU count but that is tricky.
