Sites disappear from NM and TX in certain cases #289

Problem There could be a caching issue (not sure) that causes water rights in Texas and New Mexico not to show up in WestDAAT at certain times. Reproduce it in both Staging and Prod

  1. Click on this link and visit WestDAAT as usual.

  2. Select NM only in the state filter.

  3. Click on Rest All Filters.

  4. The screenshot below leaves NM and TX empty.

  5. A hard refresh brings the points back. But why is this happening?

Ryan figured the issue had to do with the Reset filter defaulting to Non-exempt sites where NM and TX are non-exempt thus, no points show on the map.
