"Reset All Filters" should default to "Both" in the Site Content toggle #290

Problem The "Reset All Filters" shows the "Non-Exempt" sites option, which leads to different behavior which is different than the landing page's first visit showing "Both." See the screenshot below. This earlier issue reported the behavior. https://github.com/WSWCWaterDataExchange/WestDAAT/issues/289

Solution We need to make the "Reset All Filters" default to "Both" in the Site Content toggle.

I think the NLDI call might have a similar behavior where it defaults to non-exempt (I need to double check). We need to make it default to "Both"
