Add Microsoft Clarity to WestDAAT Prod

@Andrew-L-Campbell Later once you're done with the tasks you have, would you look into adding the script below to WestDAAT? I also sent it to your email. So we probably should delete it from here. You may look at where and how Google Analytics is already setup in WestDAAT as an example. We need to keep them and add dd Clarity.

I have added the script in the head section per Clarity's instructions in the index.html file.
