If you download curse from the FTB site, it should have the minecraft plugin enabled by default.

Tested clean installation:

0) Uninstall Curse, remove all remaining Curse folders and .minecraft 1) Downloaded installer from FTB website 2) Install Curse 3) results: plugin is enabled by default.
