I think this bland statement about RF may be problematic. The core technology specifications defined by the W3C are implementable RF (and that's too long a sentence for here), yes, but the entire web is not and dare I say should not be RF. There are all sorts of revenue-bearing models at work on the web.

I think the "one web" is intended to cover interoperability, so I will move that word there (though it does appear twice already).

I agree with Dave that "royalty-free" is very problematic in this usage. It would imply, for example, that any books published on the web would see no royalties from that, which isn't what I think you intend. We already mention the strong patent policy and open licenses - if you believe it is important to stress further, we can expand that phrase.

Pulled "interoperable" in with https://github.com/WebStandardsFuture/Vision/commit/c9cf491256b2baff87f5b9b7ab0c87d0342784be, so I'm going to close this one for now. If you want to add RF, let's discuss.
