Addresses acute problem in issue 9 "Phantom Debug Sessions" #14

This allows NETDuino programs to be run from MonoDevelop without generating "phantom" debug sessions, BUT does not address the more serious underlying issue, which is that the IDE does not seem to be properly tracking / reflecting the debug state.
