Investigate releasing as a signed DLL #16

Signing is configured, just need to test and confirm behavior when different mods have different versions.

Signed DLL seemed promising but is ultimately unsupported / undefined behavior due to game libraries not being signed. Opted to punt on this and revert to source. DLL is still available but it should be used w/ DLL merge tools.
