According to Vek the logic is broken. Unclear if it's totally broken or partially, should remove or comment accordingly.

Yeah the logic is totally busted. Should replace w/ component that works--can take AddStatBonusIfHasFactTTT.

Also AddStatBonusScaled isn't recommended so I should remove that and just let people know in changelog to use AddContextStatBonus instead.

Fixed in 2.1. AddStatBonusScaled was already removed.
